I find it interesting that there is this whole thread of "non-intentional" assistance that the terrorist plot is getting. These are people who are being used to help the terrorist plans or are working against the CTU's efforts to stop the plans, but aren’t actually involved with the terrorists.

Working backwards:

The MFers: They have no direct connection to what's going on, but because they want to hide their company's connection to Marwan and (possibly) more terroristic people, they first delete all the files then set off an EMP to destroy all the files. They did this for themselves, but in the end, it helps Marwan.

Paul: His hands off approach to business deals allowed his corporation to be used in the plot and then his (totally understandable) hatred of Jack kept him from quickly and voluntarily looking up how his company was connected. In fact the whole Audrey/Paul/Jack dynamic created a situation where none of them were thinking or acting in a way that would actually accomplishing anything. To Paul's credit, as soon as he was faced with some connection to what was going on, he stepped up, put his own personal feelings aside and begin helping. That change of character, that stepping up and doing what has to be done, was a great move and really showed that he is a better man than most. (Either that or he's in on it)

Driscoll: Driscoll's goal was always to stop the terrorists but her desires to be totally in charge and in control of everything led to bad decisions (getting rid of Chloe, hiring Marianne, bringing her daughter to the CTU). Those decisions ultimately helped the terrorists.

Richard Heller: It's obvious that he withheld information from CTU. He said as much to Heller when he said "I am not going to tell these people things about my private life that they don’t need to know" because the CTU "can't be trusted". Now, whether or not that information is important we don't know, but I'm hoping that he shows up at some point with info that could have helped had he not viewed the government as evil.

I like the thought that not every obstacle is directly related to Marwan and his plans, but rather they stem for personal choices, beliefs and feelings that just happen to make their choices and actions helpful to Marwan's plan. I love that whole incidental helping aspect. I think that often the biggest obsticles to solving any problem are always the ones not connected to the problem at all.
