speaking from Madtown area we just received a rather severe T-storm that knocked out power to several areas. Total of 2 inches of rain. The crops are lush and green around here and the corn is already starting to grow it's tassels.
But then again, Southern wisconsin has been a lot different then northern wisconsin, in so many ways. If the Governeo declares an Emergecy because of drought, he probably has a good reason to do so.
